History
In the territory that would become Jefferson County, the prehistoric Adena culture built a funerary monument now called Hodgen's Cemetery Mound. Historical monuments abound in Jefferson County, testifying to its long and rich heritage.
Jefferson County, named for President Thomas Jefferson, was created in 1797 from Washington County. It was the fifth county formed from the Northwest Territory. Bezaleel Wells and James Ross laid out Steubenville, the county seat, the same year. Steubenville, named for Fort Steuben, was incorporated as a town in 1805 and as a city in 1851.
Jefferson County mills produced the first woolens in the United States in 1814. In 1879, 25 citizens formed the Steubenville Pottery Company. The company lasted over 70 years, adding to Jefferson County's economy and history.
In 1902 officials dedicated the Carnegie Library, named for its benefactor, Andrew Carnegie. It still stands, serving as the main branch of the Public Library of Steubenville and Jefferson County. In August 1928 the Fort Steuben Bridge opened, becoming the first Ohio River suspension bridge with a concrete floor.

Business Growth and Potential The Jefferson County Industrial Park, a new 93-acre campus-style facility, is located less than two miles from U.S. Route 22, a four-lane highway connecting to Pittsburgh International Airport and downtown Pittsburgh. Jefferson County maintains an Enterprise Zone to offer property tax incentives to companies that create new jobs and make new capital investments within the county.

Educational Opportunities Jefferson Community College houses 22 classrooms and 36 laboratories for business; engineering and information technologies; health, biological and social sciences; humanities, and general studies course work.
Franciscan University of Steubenville offers approximately 30 bachelor's degree programs, a 5-year MBA program and pre-professional studies in dentistry, law, medicine and other disciplines.
Jefferson County Vocational School offers eighteen career-technical programs which include: Auto Body Repair, Auto Service Technician, Carpentry, Computer Aided Drafting & Design, Cosmetology, Criminal Justice, Culinary Arts, Early Childhood Education, Electrical Trades, Health Technologies, Heating, Ventilation & Air Conditioning, Graphic Arts, Interactive Technology, Interactive Networking, Multimedia & Design, Power Mechanics, Transition to Work and Welding & Fabrication. Close to 400 juniors and seniors from Buckeye, Edison, Indian Creek, Steubenville and Toronto School Districts as well as students from Catholic Central and Harrison Hills attend the JVS each school year. Evening classes are also scheduled to meet training needs of Business & Industry and for Adults to take occupational and hobby classes. The classes, which are provided during Fall and Winter Semesters, are taught by certified instructors. The facility is also made available for agencies and organizations from throughout the county to hold classes, workshops and educational events.
Tourism and Lifestyle Steubenville is now considered a suburb of Pittsburgh as a result of new bridge and highway construction connecting the two cities. These infrastructure investments opened the door to make Steubenville a small town with many cosmopolitan amenities.
Recreation and Attractions
- Steubenville "City of Murals"--In Steubenville the city's rich history is painted on outside walls in dramatic proportions. Visitors can see all 25 murals painted in downtown Steubenville and Hollywood Plaza, including the mural of Steubenville celebrity Dean Martin. Tour maps are available at the Steubenville CVB office.
- Old Fort Steuben--Originally built in 1787, Fort Steuben provided access to the Northwest Territory as it protected government surveyors while they laid out the first Seven Ranges. This reconstructed fort is now the site of an archeology dig and yearly Fort Steuben Festival. Guided tours are available.
- First Federal Land Office-- Located next to Old Fort Steuben at 3rd & Adams Streets is this replica of an 1801 colonial home. Also located on the grounds is a 2 1/2 ton bell from the Jefferson County Courthouse. Call 740-264-4534 for an appointment.
- Creegan Animation Factory- One of the world's largest manufacturers of animated and costume characters offers visitors a look at the design and production process. The public can browse and shop at the craft shop and year-round Christmas Store.
- Historic Mansion Museum--Local history is on display in a 19-room, English Tudor style mansion at the Jefferson County Historical Museum. Open by appointment.
- Franciscan University of Steubenville--Visitors can experience the solemnity of the Portiuncula Chapel, a replica of the stone chapel that St. Francis of Assisi rebuilt, Other points of interest on the campus are an outdoor creche, Marian Grotto, Tomb of the Unborn Child, and Stations of the Cross.
- Union Cemetery--Historic headstones are surrounded by more than 100 species of trees and flowering plants at this site on the National Register of Historic Places. Maps are available at the cemetery office or Steubenville CVB office.
- Historic Mount Pleasant--Nestled in rolling hills 25 miles southwest of Steubenville are six historic buildings on the National Register of Historic Places. A special point of interest is the Friends Yearly Meeting House, a Quaker meeting place built in 1814 that seats 2,000 people!
