History
Jesse Palmer, Carroll County's first settler, moved into the area around 1800. Jacob Gotchall joined him in 1802. Soon after, families from Pennsylvania, Virginia and Maryland began arriving.
Politician Isaac Atkinson, who holds the title "Father of Carroll County," brought about Carroll County's formation almost single-handedly. In the late 1820s and early 1830s, Atkinson made numerous trips by horseback from his Centreville home to the state legislature in Columbus to lobby for the establishment of a new county. He spent several thousand dollars of his own money contacting and entertaining Ohio's political leaders.
His efforts paid off in December 1832 when Carroll County was formed. In the first local election in 1833, county residents chose Atkinson to be their representative in the Ohio State Legislature.
